FAQs MNRE Phase – II Grid Connected Rooftop Solar Program in AEML Distribution License Area

 

Ministry of New and Renewable Energy (MNRE), Government of India, on 19th February 2019, approved Phase-II of ‘Grid Connected Rooftop and Small Solar Power Plants Program’ for achieving cumulative capacity of 40 GW RTS Plants by 2022. In Phase-II, it has been decided to implement the Program by making the DISCOMs and its local offices as the nodal points for implementation of the program. DISCOMs will play a key role in expansion of Rooftop Solar as DISCOMs are having a direct contact with end user and they provide approval for installation, manage the distribution network, and also have billing interface with rooftop owner.

The Program is primarily for promotion of Grid-connected Rooftop Solar (RTS) PV Projects in Residential and Group Housing categories by way of providing Central Financial Assistance (CFA) for the household owner and Group Housing Societies to set up RTS on the rooftop of their residence/residential campus.

  • Categories eligible for participation in the MNRE Phase-II Program are as under:

  • As per MNRE Phase-II Program, No CFA will be given for commercial, industrial, institutional, educational, social and government sectors.
  • The residential sector users may install RTS plant of even higher capacity as provisioned by respective State electricity regulations; however, the CFA will be limited up to 10kWp capacity of RTS plant.

 

  • AEML Residential and Group Housing Society consumers can apply for installation of solar rooftop system through the online portal of AEML. The link for the AEML online portal is - https://www.adanielectricity.com/RooftopSolar.
  • At the time of applying for Grid Connectivity, the consumer will have to notify AEML Office whether he wants to participate in the Program. The consumer will also have to specify the name of the vendor whose services he wants to avail at the time of application.
  • Consumer will have to avail the service of any of the empaneled vendors as per the Vendor list given for installation, testing & commissioning of RTS system. For any enquiry related to installation, Consumer has to contact the empaneled vendors using the contact details stated in Program document. To download the Program document - Click here.
  • If consumer avail the services of Vendor other than those empaneled for installation, testing & commissioning of RTS system, s/he will NOT BE eligible for getting the CFA benefit.
  • The consumer will be making payment to the vendors after deducting the eligible CFA amount. The vendor will claim the CFA from AEML.
  • For AEML consumers in Mumbai license area, AEML is the nodal implementing agency for the MNRE Program and is responsible for discovery of rates and empanelment of vendors for implementation of the projects.
  • Under the Program, a certain capacity of rooftop PV systems has been allotted by MNRE to AEML for its Mumbai Distribution license area. Consumers will be given benefit of the Program on the ‘first-come, first - served’ basis till the allocated capacity is exhausted.
  • Following the MNRE guidelines for the Program, AEML has floated a tender for empanelment of vendors/agencies for supply, installation, testing & commissioning of RTS system in residential premises as well as to discover the benchmark cost per kw.   • AEML is neither giver nor recipient of the CFA and will just act as a channel for providing the MNRE subsidy to the consumer.

The RTS System capacity-wise benchmark cost discovered and agreed by empaneled vendors is as under and is well within the MNRE approved benchmark costs.

    • Central Financial Assistance (CFA or subsidy) is available only for residential sector grid connected solar rooftop projects only.  
    • CFA to Residential sector: Percentage discount on benchmark cost discovered -
      → @ 40% for capacity up to 3 kWp
      → @ 20% for capacity beyond 3 kWp and up to 10 kWp
      → @ 20% for GHS/RWA capacity up to 500 kWp (limited to 10 kWp per house)
    • For calculation of CFA, the PV plant capacity will be inverter capacity or the PV module capacity, whichever is lower. For availing CFA, the PV module and cell shall be manufactured in India only.

No. Consumer must pay the balance amount after deducting the subsidy (eligible CFA) from the benchmark cost discovered by AEML. If any vendor is charging more price from residential consumers than the rates discovered under the Program by AEML, then consumers are advised to inform us to initiate necessary action against such vendors.

The system price, though important, should never be the only factor for deciding vendor. Customer should consider at least the following factors:

  • Price of the offered system.
  • Warranties of system and components.
  • Energy generation estimates and guaranties.
  • Service backup and arrangements the vendor has in the area.
  • track record of the vendor - Reference installations along with customer feedback about system performance and service provided by the vendor.

 

Since the system is grid connected through net metering, AEML will generate bill based upon the reading provided by the net meter installed at the consumer premises. The consumer will have to pay for the net units (total imported units minus exported solar units) only.

This is possible in very rare cases because the consumer shall be required to pay some minimum charges like fixed charges, etc. even if the consumed energy is all self-generated. However, ‘Energy Charges’, a major component of the monthly bill, can be reduced to zero by optimally designing and maintaining the RTS.

Solar PV modules used in solar power plants /systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of 12 years and 80% at the end of 25 years. The mechanical structures, electrical works including auxiliary material and overall workmanship of the SPV power plants/ systems must be warranted against any manufacturing/ design/ installation defects for a minimum period of 5 years.

Compared to most other power generating technologies, solar PV systems have very low maintenance and servicing requirements. However, suitable maintenance of a PV plant is essential to optimize energy yield and maximize the life of the system. Some of the maintenance activities typically may include but not limited to the following:

  • Module cleaning is required periodically. Periodicity depends on local conditions like dust, birds (causing bird dropping), air pollution, etc.
  • Other items should be checked periodically as stated below:
    → Checking module connection integrity.
    → Checking junction boxes / string combiner boxes.
    → Inspecting mechanical integrity of mounting structures.
    → Tightening cable connections that have loosened.
    → Replacing blown fuses.
    → Repairing lightning damage.
    → Repairing equipment damaged by intruders or during module cleaning.
